Ukrainian President Volodymyr Zelenskyy asserted during his visit to Washington that the Russian president's move to request negotiations with Donald Trump demonstrates Moscow is feeling pressure. He remarked, "We can already see that Moscow is scrambling to resume dialogue immediately after it hears about cruise missiles." These remarks addressed earlier comments about providing advanced weapons to Ukraine.

Diplomatic Moves and International Reactions

An ex- American diplomat, Dan Fried, commented, "Putin is attempting to disrupt the momentum toward greater pressure on Russia." Fried continued, "The outcome will become clear on Friday, but the chances of achieving a truce by pressuring Russia to get serious appear to have decreased."

The situation followed the US president had in recent days been strengthening his rhetoric toward Russia until the recent call with Putin, which the Russian government characterized as "extremely open and constructive."

European Fuel Sanctions and Economic Impact

EU authorities have established a mandate for fuel importers into the European Union to demonstrate their fuels are not made from Russian oil, according to a official guideline published on Thursday. This measure is included in the European Union's forthcoming ban on imports of refined products processed from Russian crude, which is included in its latest sanctions package against Moscow over its military actions in Ukraine.

Financial analysts noted that investment activity appeared to be factoring in the possible reduction of India's imports of Russian oil. Some oil processors in India are getting ready to reduce purchases from Russia, with expectations of a gradual reduction, according to sources familiar with the matter.

"This represents a positive development for the crude oil price as it would eliminate a major buyer of Russian crude," said Tony Sycamore, adding that crude values were steady on Thursday.

Security Developments and Energy Attacks

A large-scale Moscow's drone and missile assault hit energy infrastructure in Ukraine's eastern regions on Thursday, causing disruptions in multiple areas. Ukrainian officials reported that Russia launched numerous of unmanned vehicles and dozens of projectiles, along with aerial munitions.

"During this fall, the Russian forces use daily opportunities to strike at our power facilities," said Volodymyr Zelenskyy, adding that strikes affected the areas of Chernihiv, eastern Ukraine, central Ukraine, northeastern Ukraine and Vinnytsia.

Global Political Responses

Ukraine's representative to Washington, the Ukrainian ambassador, stated that Russia showed its true approach to peace through the "violence" of such strikes. "The Russian government yet again chose missiles over talks, making this attack into a direct blow to ongoing diplomatic initiatives," she said.

Meanwhile, the EU's top diplomat, Kaja Kallas, announced that the European Union had little option but to strengthen anti-drone defences against Russian threats. Kallas announced a "plan" to prepare for potential conflict by the end of the decade, featuring a novel defensive network to be completely functional by the 2027 deadline.

This initiative, dubbed the "European drone defence initiative," is projected to start operations initially by the end of 2026 and be completely operational by the following year. Brussels hopes to obtain the backing of EU leaders at a meeting in the coming days.
